The purpose of this form is to help identify potential opportunities to strengthen Ohio’s long-term energy competitiveness. 


These ideas are not final recommendations—they are starting points meant to guide discussion and spark conversation about where policy, infrastructure, or market adjustments may best position Ohio for future growth.

Natural Gas Competitiveness

  • How can Ohio capture more in-state value from Utica and Marcellus production—through processing, storage, and transportation (new intra and interstate pipelines, etc)?

  • What steps could make our gas infrastructure (pipelines, laterals, storage) more resilient and price-competitive?

  • Should the state or PUCO define clearer targets for “in-state use” gas consumption to hedge against regional volatility?

  • How can Ohio better coordinate gas and electric infrastructure planning?

Nuclear Growth Pathway

  • What policies or incentives would most effectively attract small modular reactor (SMR) developers and/or the related supply chain to Ohio?

  • How can we leverage existing nuclear sites, research institutions, and manufacturing assets for future projects?

  • What role should the state play in siting readiness, licensing assistance, permitting, or early-stage risk reduction?

  • How can we prepare the workforce and local communities to support a new nuclear supply chain?

Resource Adequacy & Market Design

  • Is there a level of firm capacity or resource adequacy should Ohio strive for within PJM?

  • How can state policy reinforce reliability goals without undermining market competitiveness?

  • Should Ohio develop its own reliability stress tests to inform long-term planning?

Transmission & Interconnection

  • How can Ohio advocate for transmission investments that unlock in-state reliability and growth benefits?

  • What reforms to PJM’s cost-allocation and queue processes would most directly help Ohio projects?

  • How can the state promote shared-infrastructure models for industrial or data-center clusters?

Large-Load Integration (Data Centers & Manufacturing)

  • How can utilities, PJM, and local governments better coordinate to manage new high-density loads?

  • What lessons can we draw from early data-center development in central Ohio that can be adopted in other areas of the state to encourage or ease investments there?

  • Are there opportunities to co-locate future loads with available gas and electric capacity?

Permitting Modernization & Regulatory Certainty

  • Following HB 15, are additional reforms necessary to make energy project permitting faster and more predictable?

  • What clarifications are needed around behind-the-meter generation, co-location, or repowering rules?

  • How can agencies publicly track and benchmark permitting timelines for accountability?

  • Should Ohio adopt “quick take” authority in the eminent domain process for public-utility projects to reduce delays once permits are approved?

  • What safeguards or compensation mechanisms would ensure fairness for property owners while keeping critical infrastructure on schedule?

Workforce & Industrial Readiness

  • What are the most critical energy workforce gaps—line workers, nuclear techs, gas operators, or others?

  • How can JobsOhio, higher education partners, and others align credentials with specific upcoming projects?

  • Would an “Energy Workforce Compact” between utilities, trades, and community colleges be valuable?

  • How can training programs balance short-term project needs with long-term industry evolution?

Financing, Incentives & Risk-Sharing

  • Following the JobsOhio announcement of $100M Energy Opportunity Initiative, should Ohio consider revolving-loan models, milestone-based grants, or other funding for high-impact projects?

  • What other state or federal tools could de-risk early infrastructure?

  • What private-sector or utility partnerships could accelerate project timelines?

Community & Local Infrastructure Benefits

  • How can host communities best share in the benefits of large energy investments?

  • Should Ohio develop model community-benefit or impact-fee frameworks?

  • How can local governments plan for workforce housing, schools, and public services tied to energy growth?

  • What information or playbooks do local officials need to evaluate energy proposals confidently?

Resilience, Cybersecurity & Emergency Preparedness

  • How can Ohio strengthen coordination among utilities, pipelines, and emergency management for cold-weather or cyber events?

  • Should the state develop a resilience scorecard or voluntary standard for critical energy facilities?

  • What backup fuel strategies could reduce cascading outage risk?

  • Are there best practices from other states that Ohio should adopt?
